The Enhanced National Greening Program (ENGP) is a convergence initiative of DA-DAR-DENR where the DENR is the lead agency, in implementing the Program in partnership with DepEd, DSWD, private sector and other concerned agencies.
Through E.O 26 s. 2011 known as National Greening Program (NGP) , it was further extended through EO 193 s. 2015 also known as Expanded National Greening Program (ENGP), it aims to accelerate the rehabilitation and reforestation of unproductive, denuded and degraded areas in the country.
Indeed, with the support of our field offices, the Provincial Environment and Natural Resources Office (PENRO) and the Community Environment and Natural Resources Office (CENRO), who frequently collaborate in conjunction with other organizations and local communities, we provide technical assistance to individuals who want to participate in or carry out tree-planting initiatives or forestry efforts. These initiatives not only contribute to environmental sustainability but also promote community engagement and awareness about the importance of preserving our natural resources.

Through the Executive Order No. 193 or the Expanding the Coverage of the National Greening Program, in order to accelerate the rehabilitation and reforestation of these unproductive, denuded and degraded areas, the Government shall involve the participation and investment of the private sector with a view towards enabling private companies to achieve carbon neutrality;
The DENR Administrative Order (DAO) No. 2019-03 or the “Revised Implementing Rules and Regulations of Executive Order No. 193, Series of 2015; Expanding and Enhancing the Coverage of the National Greening Program” under Section 6 & 7 states that any qualified partners interested to undertake the activities under the program whether POs, LGUs and Private Sectors may do so by entering into a Memorandum of Agreement (MOA) provided that they have passed the DENR’s qualifications to wit;
  • Duly registered Peoples' Organization either with the Securities and Exchange Commission or the Cooperative Development Authority.
  • Any holder of a CBFMA or PACBRMA that is of good standing with its registering agency and DENR.
  • Local Government Units (LGUs), provided that the areas for NGP shall be under their administrative jurisdiction, and provided further, that the local legislative department shall issue a Resolution allowing the local chief executive to undertake the activities under this Order.
  • Any sole proprietorship, partnership, corporation, or cooperative organized under the laws of the Republic of the Philippines.
All sectors, particularly the private sector, are encouraged to actively participate in the Expanded National Greening Program.
